BCM 400 not booting up

I have a BCM 400 4.0 that will not bootup my digital stations work but no media services VM element manager I have replaced harddrive with 4.0 from a working system and with a telnet direct connect the only thing that comes up on the screen is a triple hash mark. MSC was replaced about 2 yrs back is it the BFT or am I missing something.

Can you boot up the BCM with the serial port connected at 9600 baud?. Do you see any Linux boot up prompts?.

I am connected with a null modem serial cable @ 9600 connection works on another system but on power up of system in question I get a triple stacked hash mark?

On power up do you see hd activity?
What power up bleeps do you hear

I put systems complete BFT and hard-drive in a different chassis and it came up just fine problem in Power supply or mother board. Thanks guys

It will be the power supply.
That's why I was asking about the boot up bleeps
3 bleeps on startup mean a power issue.
