BCM 400 Destination Code Invalid

Trying to use 40 as a destination code. I get invalid error. I've checked all dn's, target lines, hunt groups, access codes, nothing starts with 40. Any other places to check?
 
The funny thing is that I also tried this yesterday on a BCM1000 and I got an error as well.

Check your application DN's. Typically, this is where these conflicts reside.
 
You cannot have a destination code of 4 if you have any DN that starts with 4.

I've checked all system dn's, they all start with 2 on this system, hunt groups too.
 
Remember that you must check your application and inactive dn's as well.

Will it let you use 4(any) as a Desti Code?
 
I can use 4a but 0 shows unavailable. Start dn is 2000 and vmail is 1000 (on another system). I'm going to double check the recieve digits on the target lines.
