BCM 400, 911 routing 2

I have a customer that only has centrex lines. It is for a school, so they want a button on all phones for 911. That works fine. But, if someone just picks up the phone, they have to dial 9911. How can I route 911 calls, so that no matter what they dial, 911 or 9911, that it will call out to 911 properly.
I know I have to program the routing and destination codes, but I am missing something. I have tried using other posts, here is my routes that I have been trying to use:

911 absorb 0, route 2
912 absorb 1, route 0
913 absorb 1, route 0
914 absorb 1, route 0
915 absorb 1, route 0
916 absorb 1, route 0
917 absorb 1, route 0
918 absorb 1, route 0
919 absorb 1, route 0
92A absorb 1, route 0
93A absorb 1, route 0

There is only 4 lines, I was trying to use 3 Centrex lines as their main lines. 1 centrex as power failure, that I may change to a POTS line. Thank you.
 
So your buttons are pre-programmed 9911. How about building a Dest. Code with 911, that inserts a 9.

If you're going to bypass the access code, watch out for false 911 calls.

If your regular dial plan is 9 1 NXX-NXX-XXXX your 911 P-PSAP will get really upset when people dial:

9 1, oh, what was that number? oh yeah 1 NXX-NXX-XXXX and they are already connected to 911. Throw in a fax machine dialing 91 1 NXX-XXX-XXXX programmed on a speed dial and you'll end up with repeat silent calls to the bureau.

Any 911 educational material advises that you are never supposed to put 911 on a speed dial button.

Thank you for your responses. Here is what we came up with. We are going to test tomorrow. I will post the results. We dialed with a softphone and all calls went out properly. We are testing the 911 onsite. I agree the 911 should not be on a button, but that is what the school wants.

912A absorb 1, route 0

I am not sure how to insert the 9 with the destination code. I am fairly new to BCMs. The school does want to go off hook on intercom dial tone. Most of their calls are internal. Personally, I think they should dial out using an 8. That way we set up one route of 911 absorb 0.
