BCM 400 4.0 Slow to boot up 1

I have a 4.0 BCM 400 on the bench at my shop right now and it has a very peculiar problem, it takes about 3 hours for the services to get up and running. Once its up it seems to run fine. I have seen this in other BCM's before but only on a temporary basis. Anyone else run into this?

I agree re image it !!

If its not broke tweak it..
 

At the same time check the BFT to make sure it's not defective(green capacitors).
 
Well I already tried another hard drive and a different BFT with the same results. I guess that leaves the MSC card. I was just kinda hopeing that somebody knew the magic phrase to say over it 3 times to make it work right.

Have you tried swapping the 2 pec cards or replace them?
That's the only thing i could think of.
Not sure what happen when the 2 PEC cards are defectives.

 
Plug in a video monitor to the video port and see if the unit is giving you any errors, or you can plug in your computer to the RS232 port using telnet and see if the MSC card is showing up. It might be trying to initialize the hard drive. Initialization should say 6.1, any number less than that means initialization is in progress.
