BCM 400 4.0 LAN Connection

I have BCM400 4.0 When system boots up BCM will not register on network unless I unplug and plug in lan1 again after which seems to work fine. Any suggestions as to what might be the problem?

verify your Base Function Tray has no popped capacitors
