BCM 400 3.0 Issue

I am setting up a BCM 400 3.0. Customer has had this system for years and is just now wanting to have it installed. I had everything programmed and working, but today,I get no status lights on the DTI and the digital station card is blinking. I can log into the system, but I get an error message saying "Telephony Programming is not Available, Try again later". I've rebooted but that is not working. Any suggestions?
 
If a power cycle doesn't clear it, I'd suspect a faulty MSC card. In that release of system, check the base function tray for leaking capacitors as well, especially if it's been in storage.

The MSC bulliten from back in that vintage referenced a MSC PLL timing issue that would cause core resets, digital phones to go offline, and so on. Easy way to see if the MSC has ever been retrofitted is to look for a green jumper wire on the card. If it's there, then it shouldn't have the PLL timing issue.
 
I checked the capacitors and those look good. Is it common for an MSC card to just go bad out of nowhere? Is there a way to tell for sure if it is the MSC or if it's a hard drive issue?
 
Nortel was aware of the MSC issue and had a free replacement program a few years ago which has now ended. MSC handles telephony programming and hard drive handles voicemail, applications, and IP.
 
Well, I just found that the issue was the power supply. Everything is up and running now. Thanks for all the input!
