BCM 400 3.0 Base System

I've got a Brand spanking new (never opened) BCM 400 3.0 Base System I'm trying to access for testing MBM's. It fires up and I can telnet to the Lan 1 address of 10.10.10.1 but cannot access it via element manager on Lan 2 when using the 10.10.11.1 address (i've given my comp 10.10.11.2). I've telnetted into it and ran the initialization and system config, gave it the standard default IP's on the interfaces.

I can ping 10.10.11.1 fine, I just cannot access it via element manager or via the web page. I've tried every possible BCM default password in element manager when attempting to verify the connection. Does anyone have any ideas on how to access this system?
 
when you switch on leave it for 10 minutes to settle down and for all services to stablise
are all the LEDS steady



 
Yep, I've waited until all led's are solid and no longer flashing.
 
Bcm400 R3 was NT based and didn't use element manager. All config is done via IE.
