BCM 4.0 Scope

I have scowered the BCM 4.0 documentation but have been unable to find the instructions to setup a DHCP scope on Windows Server 2003.
I have a 4.0 system and I need all i2004 phones set to full DHCP to receive from the Server

Set IP address and mask
S1 = 10.54.120.200 S2 = 10.54.120.200
Voice VLAN = 120
Data/PC Port VLAN = 20

I have tried setting up option 128 with Nortel-i2004-A,10.54.120.200:7000,1,10.

But I keep getting DHCP server not found so i guess 4.0 is different to this 3.x string

128 Nortel-i2004-A

Value:
Nortel-i2004-A,10.54.120.200:7000,1,255;10.54.120.200:7000,1,255.

(1=action)
255= retries)
(Again for S2)

192 Nortel V-LAN

Value:
VLAN-A:120. (for V-LAN ID: 120)


My next question which wasn't found in the document...How do i set the PC port to VLAN 20 from the DHCP?
