BCM 4.0 PSTN Fallback

Hi,

I set up VOIP with PSTN fallback in BCM.
Destination site is OPT61C with ITG.

If IP Trunks Bus0 in Telephony resources(Configuration/Telephony Resources/Modules) is disable, call can be made by PSTN automatically.(it's normal)

After applying QoS monitor with Tx Threshold as over 0.1, it seems that PSTN fallback is active based on network state.

But, in case of the power outage of local switch or removing network cable between BCM and local switch, PSTN fallback has been failed.
Although I changed Tx threshold volume as 0, 0.01, 0.001 and so on, PSTN fallback had not been success.

Please, let me know how to solve this, it it can be solved.
