BCM 4.0 Power supply LED red

any one have any issues with 4.0 power LED turming red ?
I installed a new BCM400 4.0 and the LED turns red even after a reset which I would asume bad power supply.

But the other day I upgraded a BCM 400 3.7 to 4.0 and now that LED is red.

It's only dialtone-VZ

On the 4.0 the power light red is the alarm indicator. If you connect via laptop or PC and check the alarms you will find that you have either a Critical or Major alarm.
