BCM 4.0 Contact Center Issue

OK about 4 months ago I had a post on here where I couldn't assign a CDN to a new skillset. End of story, a reboot solved the issue. Now, same customer is trying to add another skillset to there Contact Center and I am getting the same problem. It continually reads invalid CDN or in use else where. I rebotted and nothing. I checked all the newest patches are installed. Problem is the extensions are all over the place they have any where from 3001 to 3666. I tried extensions in the 4000, 5000 and 3500 range and no dice. AM i missing something here?

The CDN has to be a real extension number, but no phone plugged in. Choose an extension on a bus your not using.
 
Yes that had been done already. Rebooted the switch again and no problems took it right away. Weird system
