BCM 3.7 unauthorized calls 1

I have a customer with a BCM 3.7. Someone is making fraudulent calls to the phillipines off their switch. Is there some way to disable disa to prevent this from happening in the future?
 
I would make sure outdial is off in the mailboxes this is the main way to get out of the system.
 
Disable(if not required or for thos that do not need):
DISA (system)
Line Redirect (capabilities)
Outdial (Mailbox Admin)

Setup any new restrictions such as 0,1, 10100,900, 976.
Setup a COS password for those who need to override restrictions.

Restrict vmails ports as well as desired sets for 0 (or 1 also)

Have users change mailbox passwords to 6 or 8 digits.

Force Trivial passwords in Call Pilot Config

And never assign the "Outdial Type" in individual mailboxes,explain it clearly to the admin of the system and let them assign it to the users that are not using "1234" as their password.(specialy the reception mailbox).
