i have a bcm 400 up and running. Its configured with t1 and 12 pots. We use the t1 for incomming and outgoing using target lines and routes. does the pri program the same way??

Exact same way. Route calls to pool PRI-A (or whatever pool it's in), and build your target lines for the digits received on the PRI.
