Just replaced the hard drive in BCM 3.7, did platform INI and was sucessfull also replaced BF tray for good measure. No more blinking lights but now I cannot access the BCM from LAN ports I can ping but cannot access page or telnet. Com port does work and everything appears OK. ANY ideas.

BCM 3.7 No LAN1 or LAN2 access

Did you run the SSL certificate fix patch after the platform initialization? That will cause the web interface to not load, and telnet is disabled by default on 3.7 systems. You can probably SSH to it via putty to verify.
You can either run the SSL cert tool, or change the date on the system via DOS to some date before 2007 and re run the universal profile.
