BCM 3.7 Hard drive replacement problem 2

I have a BCM 3.7 that I just replaced the hard drive on. I followed the prodecure to initialize. Problem is that the LED's on the fron panel (power, temp and then fan) are blinking red in a left to right sequence. And, I can't get to the BCMs main web page. It resets after about 10 minutes and starts the whole process over again. Does anyone know how to fix this?

I have seen this several times and every time it has been the the event logs need to be cleaned. Telnet into the system and run cleanevents.exe and clear out the logs. This should clear the way and let it complete.
Scenario
BCM 3.x system displays flashing LEDS on the System Status Monitor and reboots every few minutes. Condition occurs after 77% upgrade stall or when using Universal Profile script to initialize hardware. Typically the system will show "Init Status: Pending (1.2)" when accessing the system via the serial port.
Note the numeric value in parentheses should be 6.2 when the system is at Init Status "Completed"; any other value indicates initialization is in progress and may be seen when the system is in this condition.


Cause of problem
NT event logs contain an entry or multiple entries regarding PEC errors. System cannot complete initialization as the Universal Profile script cannot complete processing the initialization until the PEC errors are removed from the NT event logs.



Problem Resolution
To correct this condition, use the following steps:
1) Log into the BCM via the serial cable or Ethernet (telnet or ssh - e.g. putty) using the ee_admin account.
2) Note the Init Status state, this value is on the second row of the far left column at the bottom of the BCM Main Menu.
3) Confirm Init Status is set to "Pending" before proceeding.
4) Choose Option 7 "Command Line" at the Main Menu.
5) At the C:\TEMP> prompt, type "e:" and depress the enter key to switch to the system's E: partition
6) At the E:\> prompt, enter the command string "dir cleanevents.exe /s" and press enter.
7) If the cleanevents.exe file is located, note the system directory path indicated and proceed to Step 10 . If cleanevents.exe is not located it will need to be uploaded to the BCM, go to Step 8 for instructions.
8) If the file named cleanevents.exe is not found on the system a copy of the file will need to be obtained and placed on the system using FTP. The cleanevents.exe file is typically located on a BCM 3.x Upgrade CD and can be extracted from the upgrade CD using file compression software. If unable to locate a copy of the cleanevents.exe file, a compressed copy, cleanevents.zip is attached to this solution. This utility will need to be uncompressed before uploading to the BCM and should only be used if this symptom is confirmed on a BCM 3.x system supported on the BCM1000, BCM200, or BCM400 platforms.
9) FTP will require Ethernet connectivity using a crossover cable from the PC where the cleanevents file was downloaded or via the customer's network will be required to FTP the file onto the BCM. 3.x systems in the described condition may be unresponsive to ICMP ping requests however FTP, once active, is usually accessible in these situations. Once connected via Ethernet and the system is between boots, access via the serial port and select "Command Line" from the Main Menu. To set the FTP service to start automatically through reboots, enter " sc config msftpsvc start= auto". To start ftp via the command line on the BCM, use the following command string: "net start msftpsvc" and press enter. When using FTP to put the file on the BCM, the file will be placed on the E: partition in the E:\ftproot directory which becomes the directory path to initiate the cleanevents.exe command after the file is uploaded.
10) Once the BCM cleanevents.exe file is uploaded or has been located on the BCM system, power the system down.
11) Reseat or replace the PEC cards in the MSC slots and power up again.
12) Connect to the system to monitor progress and run the cleanevents command.
13) Choose Option 7 "Command Line" at the Main Menu.
14) At the C:\TEMP> prompt, type "e:" and depress the enter key to switch to the system's E: partition
15) At the E:\> prompt, perform a "cd" command to switch to the path where cleanevents.exe is located. If cleanevents.exe was originally located on the system HDD, use the path indicated in Step 6. If the cleanevents.exe file was uploaded via FTP, perform a "cd ftproot" and depress the enter key to path to the command.
16) Once pathed to the directory path containing cleanevents.exe type in the filename "cleanevents.exe" and press enter to clean the NT event logs.
17) The following response should be observed:

Application Logs cleaned
System Logs cleaned
Security Logs cleaned
18) Type in "exit" to return to the Main Menu.
19) Select Option 1 "Platform Initialization Menu" from the Main Menu.
20) Select Option 1 "Initialize Menu" from the Platform Initialization Menu.
21) Select Option 1 "Initialize Universal Profile" from the Initialize Menu.
22) Observe the Initialize Universal Profile script progress. If any messages regarding "Bad PEC Detected", "PEC error detected", "An environment error was detected - initialization failed" or "Bad PEC detected - isolate and replace the PEC" are displayed the system still has one or more failing PEC cards. These errors may also be verified by looking at the BCMInit.log located in the E:\Nortel Networks\Logs\Voice Platform folder. Once accessed to this folder, perform a "type BCMInit.log" to view the BCM boot log if necessary.
23) Repeat Step 11 through Step 22, replacing either all PEC cards or one PEC at a time to isolate defective PEC cards. The process will have to be repeated from Step 11 for each individual PEC replacement.

Thanks DigitelD. I will try this but the only thing I don't know how to do is get the file to the BCM. I do have putty and I can get to the BCM through my laptop but I do not know the commands to get the file to the BCM from my laptop. If anyone knows them, it would be greatly appreciated if you could post them.

Here is what I have:

Start the FTP service, either from command line (net start msftpsvc), or from UM Service Manager.

Once it's started, you can FTP to the system using the login name/password that you use to connect to the UM.

Files go to e:\ftproot

Launch it from C: drive.
Copy and paste .exe file into the ftp drive.

Launch browser and type ftp:\\<IP address of BCM>
At prompt login using the BCM login and password.
To launch cleanevents.exe or any other .exe file,
cd to the C:\ drive and type E:\ftproot\<file name>

Thanks again DigitelD. I tried this and was able to do the whole procedure as listed however I still have the problem. Keeps rebooting after about 10 minutes and lights are flahing red in that left to right sequence. I'm still puzzled though???
