BCM 3.6 Wizard issue

I have had this issue happen many times before and I can't remember all the possible fixes for it. When I try to open a wizard it does not open the page. It is not in the background, popup blocker is not on. Any ideas?

The problem was an add-on to IE7.

Not Java? I know there is a problem with latest version of Java. I went back to a previous version and was able to function again.

No, it was some kind of Absolute Shield add-on.
