Running BCM 3.6 accessing over LAN via VPN. Attempting to expand Services -> Telephony Services but doesn't expand beyond that. Running IE7, tried firefox.
Nope.
Problem with Java version.
You most likely have Java 1.6 running on your PC.
Use add/remove programs to remove it.
Your PC will revert back to the previous Java version, probably 1.5.11 or around there.
That should do the trick.
There is also a patch that can be applied to the BCM to resolve the Java issue.
