BCM 1000 VOIP TRUNKS TO NORTEL VOIP GATEWAY

I've got a BCM 1000 3.7 (with 4 VOIP TRUNKS) connected to a MICS using a nortel 4 port gateway.

The problem I'm having is that although calls can be made back and forth, when I call from the nortel into the BCM, the invalid extensions do not give a busy signal, instead I get dead air? I can create busy signals by table entries in the gateway, but then as additional extensions are added, these filters will have to be removed? Any ideas as to how to set the programming on either the BCM or the Nortel VOIP Gateway unit?
 
Create target lines on both ends for all extentions in your destination code range then point all the unused ones to a prime set like your receptionist so callers always end up somewhere.
