BCM 1000 rel 3.5 patching

Trying to add some patches to a BCM 1000 3.5 and cannot get past configuring ftp server. Have tried 3 different PC's. All PC's can go and talk to the BCM and have ran patches on a 3.6 with these PC's with no problems. Also checked and the ftp server is running, have gone in and stopped and started it but no avail. I heard there is an apache tool wizard that sounds like it might fix the issue but this is for 3.6 and 3.7. Was wondering if it works for 3.5

Reboot your Bcm and try applying your patches again.
