BCC Recipients Show up in Header

I often send emails to a group of volunteers, and I use the BCC field so that the addresses are not visible to every recipient. I use the webmail interface from our hosting company, iPowerWeb.

Recently, however, I've found that some recipients have the addresses in the BCC field show up in their headers.

Anyone have any idea why this could be? I've emailed tech support at iPowerWeb, but I thought I would check this forum while I'm waiting for an answer from Calcutta....
 
It's not truly bcc if others can see the recipients in the headers.

Bcc should create a completely separate email address to each recipient. You should only be able to see To: and Cc: addresses in the header (other than your own if you were Bcc'ed)
