bc / expr / or what?

N=`expr 001 + 1` ; echo $N returns 2
echo '001 + 1' | bc returns 2.

I need something that would return 002

Ideas?
 
In a ksh-like shell:
typeset -lZ3 N
N=$((001 + 1)); echo $N
