Batch rename files

Is there a way to rename a group of images with non consecutive names from a text file? I need to rename about 800 image files with id numbers. I have a cross reference text file with the current image name & id number. Any ideas?

There are plenty of file renaming utilities at snapfiles.com and versiontracker.com but I cannot think of one in particular that may assist.
