batch file to turn a 1.48 x 0.28 image into a 9x11 tab

I have a 38 gig of pdf's that have images in each file that needs to be changed into a 9x11 image. The contant must be moved into one of the 5 banks on a five bank tab. What I need to do is find a way to seach each pdf file for these images and convert it to a 9X11 and move the title to the right tab location. I have created a pitstop action list for each tab postion ie. (tab 1 tab2 ..)

Can this be done and can ne1 show me How.
