I created a simple batch file and threw it in task scheduler so that at 12:00 the server would restart itself. It works fine, but what is the diff between doing that and creating a batch file with the AT command? I see no diff, but I was asked to come up with a batch file with the AT command line utility to do the same thing.

No real difference. Task Scheduler is just a fancy frontend to the AT command. It gives you extra features such as RunAs but you can code these in a batch file anyway.
