Batch file needs to run at startup/shutdown with network support

Good evening from Wisconsin,

I have a batch file that needs to run both at startup and shutdown *with* network support; that is, a connection to the network must be established for this batch file to do its job. I have tried the startup/shutdown script options in the Group Policy Editor, but it seems that the scripts run even without network support, which defeats the purpose.

How do I tell Windows that these batch files have to run at startup and shutdown when there is network support?

Thank you in advance,

Does the Policy "Always wait for the network......" solve your problem?
