Basic VPN question

Hello,

I have 2 sites. One has a T1 connection with a Cisco 1601R.
The other has a DSL connection with an Actiontech modem.
Both sides routers have a static public IP address.
I would like to enable a VPN tunnel between the 2 locations.
I have 2 Linksys RV082. I think I know how to configure the linksys RV082 to fo that. What i don't understand is what to do to have both RV082 with a static public IP. If I just plug them behind the respective routers(cisco and actiontec), then they will have private IP. What am i missing?

It does not sound like the "actiontech" is a router, but it appears to be a DSL Modem only.
If you allow the Cisco 1601 to act as a public border router only, then you should be able to config the Ethernet port of the 1601 and the WAN side of Linksys in the same public subnet and you should be all set.
If you can't do that, consider a NAT public-to-private scenario but beware as thats sometimes tricky with IPSec tunnels.
