Basic Users Cant Log In After Power Outage & Restoration

There was a power outage at customer premises and when power was restored, none of the Basic Users (1608 IP Phones) are able to log in. They get error "No License" and yet when we check the configuration IP Endpoint licenses are available.

Only Power Users are able to log in and when we change the Basic Users to Power Users in the configuration then we are able to login on the deskphone of that particular user.

Anyone ever faced such an issue?

System is IPO 500 Select with about 215 Basic users + 120 Power Users.
 
It seems that the system thinks that these are remote phones and not local.
I would think that they are not on the same network and somehow some NAT information causes the system to think that they are remote users which require a higher license
