Basic User License Error 1

I've had this happen twice now in the past week. We replaced a Primary Server (version 11.1.2.4) for a customer due to end of life on the equipment and we are seeing the following,

In the SSA - Insufficient license type for this configuration. License Type: Basic User

When trying to create a new user it will say "743 instances of the Basic User License could not be acquired."

Also getting a Weblm error + grace period only for the Basic User License. All other licenses are valid.

I don't think basic users require licensing?

Not sure why this is happening or how to get rid of it. Any ideas?
 
What SCN protocol are you using on the lines?
I noticed a license issue when using Web Server/Client.
When change to Proprietary the license error was resolved.

 
Avaya was able to solve this for me.

Problem: We moved the customer from a Dell R630 to a Dell R640, during this transition I pushed the config from the R630 to the R640 which didn't update the Weblm Client ID under Licenses.

Solution: Need to update the Weblm Client ID to match the new Weblm Node ID (basically the host id with out the 03 at the end). Do not copy the name at the end of the node ID.

For example,

Weblm Client ID - E43H9A5676FC
Weblm Node ID - E43H9A5676FC-Servernamehere
