Basic Query - Folder security permissions

Hi

Basic query with access rights on W2K3 file server -

I have a top level folder called JOBS which should not be added to, moved, renamed or deleted. Under this folder there are many JOB NUMBER folders that again should not be added to, renamed, moved or deleted however ALL contents under JOB NUMBERS (various files and folders) should have full access.

Is there a simply way to achieve this - I made JOBS read only and give full access each JOB NUMBER; this means that JOB NUMBER folders can be moved inside each other or deleted.
