BARS routing control

I am trying to use routing control to change NCOS's so that callers dialing long distance will be able to access the local trunks instead of a busy tone when our long distance trunks are not working. I have programmed the mapping and set the RTCL to "yes" in LD 86. It does not work, however when I change the NCOS of the phone (or the FRL of the route) the calls will go through. What am I missing?
 
Routing controls work by time of day, so to do what you want to do you would need to change the TODS for the period you want to cover or just set it for all day and just use RTCL YES or NO to turn it on and off.
 
Routing control can also be turned on/off from a console with the appropriate button programmed.

However, your better bet would be to go into the RLI for your LD calls and add an additional entry for your local trunk group.
