BARS - entry 0 and 1 PRI OOS calls not attempting entry 2 or 3

I am a bit rusty on BARS - trying to find docs that outline under what conditions a call will attempt to go out entry 2 or 3 if PRIs in entry 0 and 1 are down.
Thank you for any direction.
 
Make sure the FRL for subsequent entries is not too high to restrict users from accessing, also look at the ISET prompt for the RLI and make sure it is set to the number of RLIs that you have built, also the NALT prompt.

If those items don't make a difference, you can also check your entries and set SBOC to RRA (this is usually associated with Virtual Trunks, but may also affect PRIs). I generally set SBOC to RRA, COPT to 2, and IDBB to DBA in my RLI entries.
