I have my PBX set up so that any NON-LOCAL call must be charged. This includes regional toll calls. If I have an area code where half the area is considered local to my Home NPA and half is considered toll, how do I program the RLI as far as restricting whatever exchanges in that area code are local and which are regional toll?

yes, I actually knew this. What I meant to ask was how does it work? If I'm blocking an NXX from being dialed within an area code that has local AND long distance NXXs, then how DO you dial that blocked NXX?
 
Make two different entries in your RLI, one using the FCAS table, one without the FCAS table. Apply a lower NCOS to the entry with the FCAS table. People with a higher NCOS will still be able to dial the denied exchange, using the second entry in the RLI.

noone has a higher NCOS. Everyone's phone is restricted to just dialing local UNLESS they enter a 14-digit charge code.
 
i found the below info about NPA 415:

Dialing Plan for this NPA Standard Permissive
Home NPA Local Calls: 7D 1+10D
Foreign NPA Local Calls: 1+10D NA
Home NPA Toll Calls: 7D NA
Foreign NPA Toll Calls: 1+10D

what is a FOREIGN NPA LOCAL CALL? what does that mean?
 
Some cities (the Bay Area being a prime example) have many NPAs that are local to each other. While you still have to dial the different NPA, it is not a toll call.

okay, great. thank you. but i still don't know how to make 415 work the way i need it to.
 
The reply with the fcas is correct. If the 14 digit code is entered on the pbx side what it does is change the NCOS of the user for that call. So you will need to set up the routes the same as if you had multiple NCOS on phones.

Build an FCAS to alow only the NXX you want in a NPA, Asign it to the RLI for the local calls. Next build another entre in the same rli to alow all calls except change the FRL to match the authorization code NCOS ( you will need to print NCOS to find FRL) you wish to alow.
