Barring internet acces on PDA with GPRS

We are shorlty to issue 40 PDA's to our service technicians to handle breakdown calls. Callout info is sent to the DPA via GPRS. The fact they have GPRS means all 40 PDA's will also have internet access. As GPRS is chagrged by the byte we would rather internet access was not available as we forsee this being abused by some.

Is there any way to block internet access on Windows Mobile 2003 with GPRS still enabled for 3rd party application data access?

I could try to remove IE however we have technical info on the PDA's in HTML format therefore this is not an option.

Any suggestions would be appreciated.

Not a perfect solution, but better than nothing - remove the PIE icon from the menu and any links the user might have added. This still allows HTML to be read through PIE but unless the user is savvy enough to look for and manually run PIE, they won't find it on the menu and be tempted - out of sight, out of mind. A company policy with possible discipline is also good - use the Internet and your pay gets docked. It's amazing how a hit to the paycheck gets people's attention.
