What you need to do is to go into Configuration, Telephony, Call Security and then Restriction Filters.
Look at the different filters and select one that you require to add in any denied digits such as 09 and 118 etc.
Then go to the extension set that requires barring to be applied by doing Configuration, Telephony, Sets and Active sets.
Highlight the line with the extension number on it and then select the Restrictions tab.
Against Normal, Night or Evening, change the filter to the one that you have set up.

If it's working, then leave it alone!.
