Barging in on calls???

I have a site in Texas that has a Merlin Legend, I believe it is a R.3 (I just inherited this site so I have limited info).
They are telling me that if one person is on the phone, another user can dial that first person's ext and barge in on the call that they are presently on. I had them do the Feature 31 for privacy but it doesn't solve the issue.
Any ideas?
