Barging in on calls???

I have a site in Texas that has a Merlin Legend, I believe it is a R.3 (I just inherited this site so I have limited info).
They are telling me that if one person is on the phone, another user can dial that first person's ext and barge in on the call that they are presently on. I had them do the Feature 31 for provacy but it doesn't solve the issue.
Any ideas?

When they say that they can dial the extension and barge in on the call, I am hearing voice intercom while on a call. Is it possible that they are not explaining the issue thoroughly. Maybe you just have to change their SA-Voice buttons to SA-Ring buttons. I don't believe that Voice Announce on/off was available until R7 Legend.
