bandwidth solution for workstations

Hi I was wondering if someone can point me in teh right direction, sometimes coworkers stream at work. Being an application developer who remotes into the server farm, streaming can slow me down. I walk around to see who i sstreaming and no one admits to it, and when i return to my workstation its fast again. Is there to view users bandwith on the same subnet mask, software?

If you can find it a free program called Statscout ran on a remote machine (getting info from a analysis port of a switch, or any port of a hub). You assigned it an IP adr, it boots from a floppy, it becomes its own web server and you look at text screens remotely. It can sort by IP, packet volume, packet size, etc and would quickly point out the ip of hogs.
I last saw it distributed as a zip package for making the floppy with the name ltmrt300.zip.

It looks like Statseeker is the commercial product that this morphed into.

Another pkg (that I don't remember using)that may do the job is Lanstat, which I think is Linux based.
