Bandwidth Management on Contivity 221

Anyone know how to configure bandwith management on a Nortel Contivity 221 vpn router? I've built a vpn between two contivity 221's (ultimately to vpn to a BCM400) and I need to prioritize the VoIP traffic. I've tried it almost every way I can think of and it doesn't seem to improve the voice quality of the IP2004 phone. Nortel's documentation on this is not good.
I've got a BCM400 on one end, and an IP2004 phone on the other end, with the Contivity routers making the VPN connection in between.
