Bandwidth issues

We have implemented a new Cisco router from our ISP, but have found that our Internet/email access performance has been totally downgraded. When testing our 1024 MB line with Speedtest.net i get the following results:
Download 885 kbps and Upload 299 kbps
When we download from our internal pc's we get nothing more than 25 kbps. ISP cant't give reasons.
Can SBS be causing slow Internet access in any way? Server points to own DNS IP and have ISP DNS servers as forwarders.
