Can a Cisco Layer3 switch such as a 3550 control bandwidth per port or per IP (either or) in any way? I have been told that QoS can do this but when I read up it sounds like you can only prioritize data, not limit it per port or ip.

If QoS or a Cisco 3550 can NOT do this, is there a CISCO device that can do this? Or would I have to get a non-Cisco device such as a Packeteer?
 
What exactly is "granular rate-limiting" and/or "rate-limiting"? Whats the difference between the two and can they do the bandwidth limiting that I need on Cisco 3500 series switches?
