BAD_ADDRESS errors on DHCP Server

I have a windows 2003 sp1 ad network. My AD server LRDCDC runs DHCP, and is filling up all the available addresses on the network with bogus address that get labeled as 'BAD_ADDRESS' in the 'name' column and as 'This address is already in use' in the 'description' column. I have tried restarting DHCP to no avail.

Anybody know how to resolve this, and/or what the cause is?

Interesting. This is a network I inherited, and that was already turned on. Should I turn it off?

Is something else giving out DHCP? Firewall or router? Other server?
