Please help, here's my problem:
I am running windows 2000

Current Symptoms -
100% CPU utilization by svchost.exe process - specifically the advapi32.dll thread
System Information doesn't work - shows a blank when identifying what should be the system name in the "...can't find _... check network and path" error message
No drag-drop
No Paste operations (disabled from hotkeys, cntrl-v, and menus)
Child windows only display on occassion (not exactly sure when/why)
Some hyperlinks don't work, including ones that aren't supposed to open child windows
Windows Search disabled through Start menu
Windows Installer errors
Active X appears to be completely disabled (at least through browsers)
Unable to download antivirus updates
Not able to do hot keys.

Please someone help......

I've seen this prior, I don't recall exactly what it was but if you try and do anything on your current user I'm betting you're receiving unable to access specific registry keys.

If this profile has administrator rights, create a new user with only power user privileges. Log on as that user and immediately update your malware programs (if you don't have it already, I suggest getting MS' beta product). Enable an a real time monitor that should help block the baddie from hitting the new profile.

Once you've got the latest definitions run the spyware proggies. I recommend pulling over any data saved to the infected profile and then delete that profile from the machine.

I am logged on as administrator to the computer, it even occurs with another user.

I created a new user for just the machine. The SVCHOST.exe is not at 100% now, but I am still not able to drag any icons on the desktop. I can copy but when I go to paste, the paste option is grayed out.

Give the user power user rights and run updates to any malware programs you have installed, then do full scans of the system.

For future reference, being logged on as the administrator is not advisable. You'll want to drop your rights to a power user level, it will help prevent some installation of baddies. If that isn't feasible then run programs, such as IE, through a program called "Drop my rights".
