Bad Vendor DAT File

Can anyone help us figure out how to recover a bad DAT file. We worked with tech support and all they were able to do is run the Re-Index utility and that will not run successfully. Nor will the Repair Company work either.

Looking for some way to get the info out of this encrypted file. It is in particular the vendor.dat file.
