bad response time

I have a bad response time
any idea what to do

Some initial investigation and a few more details would help.
 
which command or tool can give me how much cpu consumption take a process
 
ps -ef
Current CPU usage will be in 4th column, under header 'C'.
Cumulated CPU usage will be under header 'TIME'

It may also be network misconfiguration; use netstat -I <interface> -s to see if you have any errors (send fails, collisions etc) if so you may have a mismatch between the interface configuration and the switch that it is connected to (assuming of course you are connected to a switch). The mismatch is probably down to full duplex/half duplex mismatch.

Use 'monitor' to view performace details - this should point you in right direction.
