I'm having a lot of dial-up connections problems with my ISP. This ISP is the only one in my country and I think (since they got the monopole) that are not complying with the rules and regulations (that I think should exist on an international level) for all the ISPs of the world.
Facts:
1. They start to bill as the phone number is dialed.
2. The time for a successful dial up takes about 1 min 10 s
3. Most of my attempts to connect are unsuccessful and end up with error 718: "A PPP conversation started, but terminated because the remote computer did not respond within an appropriate time. This may be caused by poor line quality or by a problem at the server"
4. They do not offer 24 hour support
5. I connect @ 28.8 and very rare @ 31.2 with my 51.2 fully compatible modem
Does anyone know (if it exist) the URL of an organisation which should tell me more about to what an ISP should really comply or any online documentation which should tell me more?
