how can I recover a file with the message "bad file format (70)

Did you get an answer to your question: Can I recover a file with "bad file format (70)?"

You need to buy an Xtension called 'Marks Tools' which might be able to recovery it. However Bad file formats means Quark crashed when saving that file. If you can't fix it in 20 call someone who can.
