I am new to Oracle and have noticed that our backups of our database are running from scripts using the tar command. The disks are set up as raw devices. Is this getting everything? I thought I read somewhere that tar only backs up filesystems. Should I change this? If so, to what?

You can make use of dd command instead.

Sample:

Use the command:

% dd if=<raw device name> of=<tape device name>

Example:
% dd if=/dev/rLc12.km.ww72sys of=/dev/rmt0h
