Backup will not use more than 2 DLT4 tapes??

I got an quite strange problem here with networker 5.2.1 running with 2 DLT7000 drives, the backup will be run on only 2 tapes, like tape label exchange.001 and 002, it won't go to 003 after 001 or 002 are full. It just like recycle the 001 and 002...this will erase the old save set I think. And the data written to 001 or 002 can be over 100G and I think it just overwrote them.
Can anyone please help me to resolve this problem? I think it got something related with policy but I can not figure it out.

Have you confirmed that the other tapes are in the same pool? That's the first step.

Yes, all the the same pool...i use nsrjb -C to check.
actually this is my internal customer who having problem.
