Backup size not the same as Files on Disk

My backup is over 45GB and the data on disk is just about 25GB is this normal? I'm thinking it is not, is there something obvious that I am missing? The firm is on an include all because we don't know what to exclude type policy. Stupid, but I don't know any better. (admitting ignorance here).

Thanks for any help.
