Backup fails on cascaded drive

I have upgraded to 8.6 and continue to have problems. The sheduled backup keeps failing - its seems as if it is a space issue. I have split the backups in order to fit the data onto the tapes. We are using 12/24GB tapes. It only backups about 16GB of data. Veritas say that this is normal as the compression ratio differs and chances are you will never get 24GB out of a 12-24 tape.

I have added another tape device to the server and cascaded the 2. I assume that I have done it correctly, but this has not solved the problem. The backup still spits out the tape and gives the error "please remove media" after backing up about 16GB of data....it seems as if it is asking for another tape to continue! The strange things is that it only spits out one of the tapes....maybe it is not actually writing to both tapes.

Any advise would be appreciated.
